Social Policy – Meaning
At the outset, what is the policy?
“The general principles by which a government is guided in its management of public affairs, or the legislature in its measures.
This term, as applied to a law, ordinance, or rule of law, denotes its general purpose or tendency considered as directed to the POLICY.”-(Black's Law Dictionary Free Online Legal Dictionary 2nd Ed).
What Is Social policy?
Author Paul Spiker opined that: “Social Policy is the study of social services and the welfare state. In general terms, it looks at the idea of social welfare, and its relationship to politics and society. More specifically, it also considers:
AIM OF SOCIAL POLICY:
The aim of social policy is that everyone in society lives in peace and harmony without conflicts. In addition, it assures the development of society by uplifting the marginal class and providing them with the basics of quality living, such as free education, old-age pension schemes, unemployment benefits, the low-interest rate for housing loans, etc.
THE DIMENSIONS:
Social policy has grown to promote human welfare at a broader level taking into consideration the development dimensions in different parts of the world depending on political, economic, and environmental factors. Social Policy may be observed and studied at a local, national, regional, and global level.
Today, we find that the parameters of social policy goals have widened to include even social security where protection of civilians in a state or territory has also become a major concern in the world.
The problems that existed in the past are prevalent even today, such as poverty, illiteracy, medical care issues, etc in most pockets of the world.
THE TRANSITION
The concept of social policy has undergone a radical change to encompass livelihood and social security. Authors Anthony Hall and James Midgley in their book Social Policy for Development, have conventionally linked- 1. social policy to welfare and have opined that applied social policy is synonymous with government intervention to provide social services. 2. Further, they referred to social policy as ‘safety nets’ to alleviate immediate crises, 3. In the broader sense, the link between social policy and livelihood encompasses any planned or concerted action that affects people’s lives and livelihoods, where this conceptualization concerns itself mainly with the stability of employment, processes, and structures that reinforce the general wellbeing of the people. The livelihood approach testifies to the fact that the poor are not a “homogenous mass nor are they always merely weak, passive recipients of government handouts, but it emphasizes the fact that they also have strengths, assets, capacities that may be mobilized for pro-active participation in the development process.” (Scholarly articles by Ellis,2000; Helmore and Singh 2001)
It can be observed that government models on social policy for uplifting the social standards did not achieve the intended outcomes though they did cater to the surface needs of the society.
The world has however transitioned from obliterating and trampling social evils such as apartheid, untouchability, etc. with the help of social reforms enforced by the government through its executive and legislative body. Problems such as poverty, unemployment, and illiteracy are still at the fore across the globe while the ratio differs in different countries.
United Nation and Social Policy
The 60th session of the Commission for Social Development (CSocD60) is scheduled to take place from the 7th to 16 February 2022 at the United Nations Headquarters in New York. This Commission- CSocD is the advisory body accountable for social development, serving as a strong pillar of global development.
Significance of the February 2022 Session
To discuss the resilient recovery from COVID-19 for sustainable livelihoods, well-being, and dignity for all: eradicating poverty and hunger in all its forms and dimensions to achieve the 2030 Agenda.
