but  where can we find the concept of choice in a blank baby mind?

nowhere!

planting the concept of choice would be the way to start-

a mother language would be needed for such a planting.

the mother language which sank in to be the first langauge-

pure and never inferior; equal to the rest for rest are someone's mother language.
