Tom Brown is usually guilty.

He steals his roommate's wallet and cell phone all the time. He often trashes the school office and floods the school bathrooms. And if there is a prank to be played, he will do it. Yet when the police come around to claim Tom for burglary in the area near China Town where Gulinger Private Academy has relocated, Tom is adamant that he is not guilty.
